The government will deposit the monthly dole directly into the bank accounts of women heads of families. “ATM cards will be provided to all beneficiaries in a phased manner. The authorities should ensure that the beneficiaries do not have difficulty withdrawing the dole,” Stalin said.

Additionally, her household’s yearly domestic power consumption should be less than 3,600 units. Each family can nominate one woman member on the ration card for the benefit.

Applicants for the Kalaignar Magalir Urimai Thittam whose applications were rejected were unable to file appeals on Tuesday due to technical glitches in the government’s online portal. The portal, https://kmut.tn.gov.in/, experienced dysfunction due to an unexpected surge in web traffic as a large number of people tried to access it simultaneously. However, it was partially restored during the evening.

Applicants in several parts of Chennai have reported not receiving text alerts on their mobile phones explaining the reasons for rejection. A total of 1.63 crore applications were received for the scheme, of which 1.06 crore were shortlisted to receive the assistance of `1,000 a month.

While many applicants have received the SMS confirming the credit of ₹1,000 under Kalaignar Magalir Urimai Thittam into their bank accounts, there are others who feel let down after their applications were rejected. These applicants have the option of appeal within 30 days, but the process does not appear so simple.

The website (www.kmut.tn.gov.in), designed and developed by Tamil Nadu e-Governance Agency (TNeGA), does not offer any solution because of its functional disabilities.

Under the Kalaignar Magalir Urimai Thogai Thittam, all women and transgender individuals above 21 years of age are eligible to apply. This includes unmarried and widowed women who are the heads of their households.

To qualify, applicants should have an annual income of less than Rs 2.5 lakh, making the scheme particularly beneficial for economically vulnerable women. Land ownership is also taken into account, with applicants allowed to own less than 10 acres of dry land or five acres of wetland.
