The guidelines also said that families with annual household electricity consumption below 3,600 units could also avail of the benefits.After the first meeting with senior officials and district collectors regarding the implementation of the scheme, Stalin said, “This is a massive scheme to be implemented in Tamil Nadu. It is expected that 1.5 crore applications are likely to be received for this scheme targeting one crore beneficiaries. So, the district collectors should bestow adequate attention in identifying the beneficiaries.”
The CM also warned Collectors that arrangements should be made at special camps to avoid stampedes. He also said that the officials should not avoid anyone from the scheme even when they do not have ration or Aadhaar cards. The financial assistance of Rs 1,000 per month for the women family heads’ scheme was an election promise of the DMK.

Stalin announced the plan, claiming it was a reward for the hard labour of women, and issued bank debit cards to a number of the recipients. State ministers then implemented the program in their respective districts. It is an expression of pride that the program is being introduced on Anna’s birthday and during Karunanidhi’s centennial (2023–2024). The state government designated the basic income project, which is named for the late chief minister M. Karunanidhi, the right of women.

In the case of unmarried, single women, widows and transgender persons, they will also be considered as women heads of families for the purpose of the scheme. If there is more than one woman above the age of 21 in a family, only one of them can apply to be a beneficiary.
The statement also said certain categories of women will not be eligible to avail the financial assistance scheme. This includes women from families with income tax filers and payers with an annual family income above Rs 2.5 lakhs, and commercial taxpayers with income above Rs 2.5 lakh per annum.

Various government employees, elected representatives, individuals owning four wheelers, or business owners who pay GST and has an annual turnover exceeding Rs 50 lakh, are also ineligible to apply for the scheme.
Those already benefiting from other social protection schemes, like old age pension, widow pension, non-organised labour welfare pension, etc are also debarred from availing the financial assistance scheme. However, the government has made exceptions for families with persons with severe disabilities, certifying them as eligible for the scheme.
The “Kalainger Magalir Urimai Thogai” (women honorarium scheme) to be launched today (September 15) may give a significant boost to the financial operations of cooperative banks functioning under the state cooperation department. About 1.06 crore women family heads across the state will get Rs 1,000 per month under the scheme.
Official sources said even if 8% to 10 % of these beneficiaries receive the funds through cooperative banks, the annual transaction volume of these banks will increase by Rs 800 crore to Rs 1,000 crore. This infusion of funds will fortify the cooperative banking network whose primary role is to provide credit support to farmers, officials said.
Currently, about 15 lakh ration card holders have linked their Aadhaar numbers to their accounts maintained at 1,162 branches of state apex cooperative banks, district central cooperative banks, and urban cooperative banks.

ELIGIBILITY CRITERIA
The state government also issued the eligibility criteria for the scheme, which will be named ‘Magalir Urimai Thogai Thittam’, after former Chief Minister and late DMK patriarch M Karunanidhi.
- Only women aged 21 (born before September 15, 2002) and above are eligible to apply for the scheme.
- Her family income should be below Rs 2.5 lakh per annum.
- The beneficiary’s family must not own above 5 acres of wet land or 10 acres of dry land.
- The woman’s annual household electricity consumption must not exceed 3600 units.
As per the government, women who wish to avail financial assistance under the scheme should apply for it at their ration shops. For one ration card, there can only be one beneficiary. In case a man’s name is mentioned as the head of the family on the ration card, his wife will be considered as the head of the family for the scheme.
Who is not eligible to apply for the scheme?
If the woman or any of their family members fall under one of the following criteria, then they cannot apply for the scheme.
- Annual family income more than Rs 2.5 lakh; and pay income tax or are income tax assessees.
- Employees of Union and state governments, public sector undertakings, banks, boards, local bodies and cooperative societies and pensioners from these.
- Elected representatives, excluding village panchayat ward members. This includes Members of Parliament, Members of Legislative Assemblies, and heads, members of local bodies.
- Those having four-wheelers – cars, jeeps, tractors and heavy vehicles for personal use.
- Owners of companies that pay Goods and Services Tax (GST) for an annual turnover of Rs 50 lakh or more.
- Families receiving any social security benefits, like old-age pension, widow pension, pension from the welfare board for the unorganised sector, etc. The only exceptions are families that receive an allowance for maintenance from the Department for the Welfare of Differently-Abled Persons.
