Taking serious view of the fact that the Punjab government has failed to submit action taken report(ATR) into misconduct allegations against food and civil supplies minister Lal Chand Kataruchak, despite two prior notices, the National Commission for Scheduled Castes (NCSC) has issued third notice to the government directing it to file ATR by June 12.

The commission headed by Vijay Sampla has directed chief secretary VK Janjua, DGP Gaurav Yadav and DIG border range Amritsar Narinder Bhargav to immediately record statements of the victim by video-conference or in person in Delhi and also provide him security as directed earlier.

Taking strong notice of the complaint by a resident of Gurdaspur district alleging misconduct by Kataruchak over the period of time, the commission had on May 5 issued first notice to the state government officials asking them to submit immediate ATR and provide security to the victim who was allegedly receiving threat calls from cabinet minister Kataruchak. Thereafter, the Punjab government had on May 8 constituted a 3-member special investigation team (SIT) to probe into the matter but no ATR was submitted to the commission. Later, the commission had on May 25 issued a second notice to the state government.

Citing threats of life to the victim, the commission had asked the Punjab government officials and police to record the victim’s statement by video-conference or in person in Delhi, provide him proper security and submit the report by June 1.Despite repeated notices, no solid action has been taken by the state government. This shows the state government’s lackadaisical and reluctant approach towards proving justice to the scheduled caste residents of the state,” said the commission chairperson Sampla. The victim has demanded justice as well as security citing threats in his repeated complaints to commission.

A protest has been organized in front of the welfare department office in Mohali by people belonging to the Dalit community to cancel the fake SC certificates made in Punjab. They demand that action should be taken against those who are from general caste but are doing government jobs and taking government benefits by making fake certificates of Dalit community.

Therefore, their OSD Navraj Brar held a meeting, but no meaningful conclusion came out of this meeting and the people of the front have come out of there angry. After this, they have announced a Punjab bandh on June 12.

He said that even after 75 years of the independence of the country, today the Dalit society is suffering the same hardships and caste discrimination for which our gurus and leaders had sacrificed. After the implementation of the constitution, the cunning and non-SC people of Punjab created fake SC certificates on a large scale to take advantage of the reservation policy. Now when the examination of those certificates is going on, with the connivance of the corrupt officers of the welfare department, those investigations are being hampered.
