Union Minister Prakash Javadekar stated, ‘Mission Karmayogi aims to prepare Indian civil servants for the future by making them more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled.‘In a series of tweets, Prime Minister Modi stated that the mission will improve the Human Resource Management practices within the Government, augmenting the capacity of the civil servants.
Dak Karmayogi’ portal will enhance the competencies of about 4 lakh Gramin Dak Sevaks & Departmental employees by enabling the trainees to access the uniform standardized training content online or in blended campus mode to enable them to effectively deliver a number of G2C services for enhanced customer satisfaction. On successful completion of final summative assessment, a system generated course completion certificate will be sent on trainee’s registered email ID automatically. Trainees can give their feedback, ratings and suggestions for each and every video and other learning content so that necessary enrichment can be ensured.

What is dak karmayogi portal?
The Dak Karmayogi e-Learning portal aims at competency building of Departmental employees and GraminDak Sewaks of Department of Posts. This portal facilitates online as well as onsite training in blended learning mode at departmental training units.The Dak Karmayogi portal is aligned to Hon’ble Prime Minister’s Mission Karmayogi and has been developed with a view to bring efficiency in the work force of Department of Posts.This portal enables the Departmental employees and Gramin Dak Sewaks to access the uniform standardized training content online as well as in blended learning mode at Departmental training units with main theme as moving from ‘rule’ to ‘role’.
This portal envisages to be a repository of training contents related to work procedures as well as soft skills requirements of Departmental employees and Gramin Dak Sewaks so as to enable them to learn relevant subjects anytime, anywhere as per their convenience. Increased competencies of the Departmental employees and Gramin Dak Sewaks aims in improvement of the Rural and Urban postal service.

Department of Posts has been imparting training to its employees through its network of 10 Postal Training Centres/Regional Training Centre and Rafi Ahmed Kidwai National Postal Academy (RAKNPA), a Central Training Institute. However, with the launch of this portal, Departmental employees and Gramin Dak Sevaks will be able to avail training ‘Any-time, Any-where’ and upgrade their Attitude, Skill and Knowledge (ASK), as per their convenience. Aim of the Mission
The mission aims at setting up a Capacity Building Commission, ensuring a uniform approach in managing and regulating the capacity building ecosystem on the collaborative and co-sharing basis.
Who will govern the mission?
The mission will be governed by Prime Minister’s Human Resource Council including Chief Ministers, Union Cabinet Ministers and experts on the topic. The Special Purpose Vehicle (SPV) will govern the iGOT-Karmayogi Platform.
The budget of the Mission
For the Mission Karmayogi, Rs. 510.85 crore will be spent by the Government of India over the next 5 years. This will cover around 46 lakh central employees. The expenditure will be partly funded by multilateral assistance to the tune of $50 million.
Benefits of Dak Karmayogi
By encouraging trainees to receive simplified and structured training, the Dak Karmayogi platform will improve the skills of as many as 4 lakh Gramin Dak Sevaks & departmental personnel. They will be able to efficiently deliver a variety of G2C (Government to Citizens) services thanks to the provided training, which will further increase and improve the service delivered.
A system-generated course completion certificate will be emailed instantly to the trainee’s registered email ID upon successful completion of the final summative assessment.
Union Minister Ashwini Vaishnaw mentioned at the inaugural event that there have been doubts in the past 10 to 15 years regarding the profitability and future of the postal department due to the rise of digital and email services.
“That situation changed. When Prime Minister Narendra Modi came to power in 2014, he decided to focus on transforming the postal department, by leveraging the strength of its vast network and committed cadre,” the minister said. Today, the postal service is used to deliver approximately 40 government programmes as a result of the shift, Vaishnav continued.
The minister asserted that no other organisation has a presence in 2.5 lakh villages, citing the Postal Department’s wide reach.
Institutional Structure of Mission Karmayogi
1- Prime Minister’s Human Resource Council will guide the capacity building reforms.
2- Capacity Building Commission will outline training standards, create shared faculty and will provide guidance to Central Training Institutions.
3- Cabinet Secretariat Coordination Unit will monitor the progress, execute and oversee the plans laid out.
4- SPV will govern the online platform of the mission– iGOT Karmayogi.
Structure of PM’s HR Council (PMHRC)
Prime Minister will be the chairperson of the mission followed by selected Union Ministers and the Chief Ministers of the State to provide the political leadership to the mission. The Council will also have experts from India as well as overseas to provide guidance on the subject.

By giving departmental staff and Gramin Dak Sevaks access to uniform, standardised information online or through a hybrid campus environment, the Dak Karmayogi portal seeks to augment their skills.
The training along with the content provided will make it possible for the departmental staff and Gramin Dak Sevaks to efficiently provide a range of government services, leading to higher levels of client satisfaction.
To assist the postal trainees in accessing training content in local languages, the training videos and quizzes on the portal are available in 12 different Indian languages.
In order to ensure timely and necessary up-gradation of the portal, trainees have been given the option to leave their comments, ratings, and suggestions for each video and other content they consume.
