 Karnataka Chief Minister Siddaramaiah on Monday launched payment of cash in lieu of the additional 5 kilograms of rice to beneficiaries under the government’s ‘Anna Bhagya’ scheme.With the launch of the Direct Benefit Transfer (DBT) programme, the Congress government in the state is fulfilling one more of its five poll ‘guarantees’ (promises) announced in the run-up to the elections held in May.

Facing difficulty in procuring large quantities of rice to implement it, the state government decided to pay cash to beneficiaries at the rate of Rs 34 per kg for the additional 5 kg of rice under the free rice scheme, which is applicable to every member of a BPL household and ‘Antyodaya’ households.

Launching the DBT, Siddaramaiah said a total of 4.42 crore people will benefit from the scheme. The scheme was launched in two districts — Mysuru and Kolar — today, and all districts in the state would be covered within this month itself.

What is Anna Bhagya Scheme?

The Anna Bhagya Scheme which promises additional 5kg of rice to BPL card holders, was one of the five poll promises made by the Congress ahead of the May 10 Assembly polls.

Of the 10 kg, five kg of rice will be from the Central government, which beneficiaries have been receiving for a long time. The state government has announced additional five kg rice, but in exchange, it is transferring money (Rs 170 per month) to beneficiaries’ bank accounts.

The Karnataka government has taken the route of direct benefit transfer since it failed to procure rice from the Food Corporation of India and other sources.

However, there have been instances where beneficiaries have not received their first installment under Anna Bhagya Scheme, which was launched on July 10.

Around 22 lakh Below Poverty Line (BPL) households may not get benefits under the Karnataka government’s Anna Bhagya scheme immediately as they do not have bank accounts, an official statement said.

Chief Minister Siddaramaiah is expected to launch the Direct Benefit Transfer (DBT) under the scheme – which pledges to provide additional 5 kg of free rice to every member of a BPL household – at around 5 pm this evening.

Cash benefit will be transferred to these card holders, while the government will inform the remaining to open new accounts, the official statement said.

Accusing the BJP government at the Centre of playing ”dirty politics” by depriving the state of the required quantity of rice for ‘Anna Bhagya’ scheme procured through Food Corporation of India (FCI) despite the latter having enough stocks, he said: ”As we had promised to launch the scheme in July, we decided to provide Rs 170 per month per person at Rs 34 per kg until we get rice to supply. In the meantime, the government has also called for tenders to purchase rice from the open market.” This will cost a total of Rs 10,000 crore per annum, Siddaramaiah said, as he recalled that 10 years ago on this day, he had launched the ‘Anna Bhagya’ scheme when he became the Chief Minister for the first time

The Karnataka government on Monday, July 10, launched direct benefit transfer (DBT) for the beneficiaries of the Anna Bhagya Scheme.

Instead of rice, each beneficiary will now get Rs 170 per head per month, in an alternative arrangement by the Siddaramaiah government given that the Union government suspended the sale of rice and wheat to state governments in the open markets earlier this year.

The Congress, in its election manifesto, promised five kgs of rice to every beneficiary per month from its end in addition to another five kg that they receive from the Centre. Consequently, every beneficiary was expected to receive 10 kilos of rice per month.

With the Centre suspending the sale of rice in the open market, the Siddaramaiah government has not been able to fulfil its promise of five kg of rice. In lieu of rice, it has now decided to credit Rs 170 per person per month, at Rs 34 per kg of rice. The idea is that it will enable beneficiaries to buy rice from the open market on their own.
